As a consequence of medium performances of German students in large scale assessment studies such as PISA, in 2003 for the first time in the history of German educational politics National Educational Standards (NES) were developed and enacted. This is especially remarkable due to the federal organisation of educational politics in Germany. The NES describe student competencies for core school subjects at the elementary and secondary level and have become an instrument allowing for the documentation and the evaluation of educational processes. The monitoring through the NES aims on supporting educational decisions on the macro level as well as on providing information for school development processes on a school level basis. The Institute for Educational Progress (IQB) conducts state comparison studies on the basis of the NES as well as providing standard based instruments for school focused assessments to enhance school development processes. In the presentation we will describe the development of the NES in Germany. Ideas, designs, methods, and results of sample based state comparison NES-tests (Ländervergleiche) and population based school comparison NES-tests (Vergleichsarbeiten (VERA)) will be briefly reported and explained. The future development of NES will be discussed.
