The average increase of reading achievement of Latvia’s students in PISA 2009 in comparison with the year 2000 (the greatest increase was till 2003) is 26 points which is the fifth best indicator among the PISA participating countries and greatest among the European countries. Though the above mentioned numbers testify about the increase in the quality of basic education in Latvia which has resulted from the education reforms carried out in the country since 1991, the number of students at high achievement levels (Level 5 and above it) has decreased by 1.2% during this time period. The aim of the study is to determine the student level factors (the description of teaching and learning) that have influenced or could influence the changes in student achievement as well as the changes of indices characterizing students’ learning in the time period from year 2000 till 2009 using secondary analyses of PISA 2000 and PISA 2009 data.
