PISA 2009 is the second assessment of reading as a ‘major domain’ since PISA began in 2000, allowing for a detailed analysis of how student performance in reading has changed since 2000. Results from 2009 showed that Ireland experienced the largest decline in mean reading achievement among all countries that participated in both the 2000 and 2009 cycles. A significant decline was also observed among the mathematics scores of students in Ireland (since 2003), while the mean score for science remained unchanged (since 2006). Possible factors that may have contributed to the decline in Irish scores in reading and mathematics can be considered to fall under two general headings: those that are indicative of real declines in the knowledge and skills of students in Ireland and those that explain the decline in terms of procedural factors associated with PISA in 2009 which may have resulted in an inadequate representation of the knowledge and skills of students in Ireland. The available evidence provides some support for both positions. Changes observed in performance in Ireland are discussed in terms of changes in the schoolgoing population and educational system, random sampling fluctuations and the linking and scaling methodology used in PISA.
