The PISA 2009 international report shows a significant difference between school principal’s leadership index in Latvia, Estonia and Lithuania that is in favor of Latvia. That is the reason why researchers will look at what could be the main reasons for school leadership differences (higher leadership index etc.) and its possible influence on the quality of education in Latvia compared to other Baltic States. Our paper focuses on: 1. PISA 2009 school questionnaire leadership items and their relationship with other school characteristics; 2. Leadership variance data; 3. Estonian and Lithuanian results in TALIS and PISA 2009 in school leadership context; 4. Correlation of student achievement in schools and leadership characteristics using PISA 2009 results in Latvia; 5. TIMSS and PIRLS data in school leadership context (distribution of working time of principals etc.); and 6. National school leadership study data. PISA 2009 results will be compared with the national school leadership study using Hallinger’s Principal Instructional Management Rating Scale (PIMRS) scale. This particular study was conducted in Latvia in 2009 based on schools from the PISA 2006 sample. That allows us to observe trends of school leadership between 2006 and 2009 in Latvia and its relations to the quality of education.
