Switzerland is a federal state, in which education is a responsibility of each State (called Canton). A few years ago the population voted for a project (HarmoS) aimed at harmonizing the different school systems. In particular, it aims at harmonizing competencies (content standards) and setting a minimum standard of achievement (performance standard) in many subjects. At the same time, in this context, many cantons are encouraging reflections about students’ competencies and teaching quality. In Ticino Canton (the Italian speaking part of Switzerland), the state has decided to develop a standardized mathematics test for pupils towards the end of primary school. The idea has been inspired by PISA, with the difference that this project also aims at results at pupil level and not only at a system level. The scope of the test is to get information about the competence level of students and to develop an instrument that can be useful to teachers. The test should in fact give quite specific information on mathematical literacy of pupils in 6 areas so that teachers can indirectly also evaluate their capability of teaching the students and thus regulate their learning practice. After a validation phase that should end in spring 2012, we will be able to provide the State with a test that can be either submitted to all pupils in a given grade, or can be used by individual teachers as a reference tool to regulate their teaching.
The presentation will relate on the development of the project, the different stages and objectives, the methodology used, some pretest results, the difficulties encountered and the tried solutions.
