In this study, the contents, structure and functioning of the Finnish education system are examined from the viewpoint of partisipatory evaluation (PE). Most European countries emphasise external inspection of education (Eurydice 2010), whereas in Finland inspection activities were abolished gradually by the 1990's. Since then, the objective has been the building of a feasible PE system. Even though accountability issues persist national evaluations, the evaluations are based on a development-oriented approach which is also criterion-referenced. This development-oriented evaluation approach includes the active participation of different stakeholder groups. (Lyytinen & Lukkarinen, 2010; Silvennoinen, 2010.)
The study focuses on the highlights of the Finnish education evaluation system which is based on participation and trust. It also describes how this system works in practise. The factors which typify the PE will be examined at different phases of the evaluation process. The factors examined are 1) extent of involvement, 2) diversity of participants and 3) control of the evaluation process (Daigneault & Jacob 2009; originally Cousin & Whitmore 1998).
