Research data management has been identified by the Kiel University (CAU) as a key issue in the provision of a competitive research infrastructure for the coming years. Three areas of activity have been defined for research data management at the CAU to support the development of research data management activities specific to each discipline: (1) guidelines shall describe common goals and a framework for research data management at the CAU. (2) Research groups will receive access to a portal solution for data management and data exchange. (3) The technical infrastructure shall be based on open standards to allow the integration of discipline-specific tools as well as networking and data exchange with research groups worldwide. Areas 2 and 3 are currently in development. The guidelines for handling of research data have been adopted in July 2015 by the presidium and the senate of the university. They define a common view for the handling of research data and for research data management for the scientists of the CAU and they invite the various specialised disciplines to observe and apply the standards relevant to their communities. In the preliminary phase of research activities, scientists are faced, due to the progressing digitalisation of science, with an increasing amount of research data, which requires appropriate planning on their behalf. With the help of this planning process data responsibility can be assumed by the scientists and the necessary infrastructural planning for storage and usage of data may be accomplished. One method would be the development of a specific policy for the handling of research data in the form of regulations that are applicable in their respective domain (e.g., field, group, project). Other than guidelines, which communicate a general orientation for the handling of research data, and data management plans, which document the planning of the handling of research data, policies for the handling of research data in their respective domain have a binding character. The shared “Data Policy Kit” proposal of the infrastructure facilities of Kiel University and the IPN Leibniz Institute for Science and Mathematics Education has the goal to, on the one hand, enable scientists to formulate such policies for the handling of data produced in their research, and, on the other hand, establish a workflow for the drawing-up of a data policy valid across locations.
The Web application DMPonline, developed by the British Digital Curation Centre (DCC), allows the comfortable drawing-up of data management plans based on templates in compliance with requirements by research organisations and sponsors. The CAU contributed a German translation to DMPonline, and thus made a direct contribution to the science community in Germany. A work group for “Practical Policies” of the Research Data Alliance (RDA) has published detailed recommendations for the application of policies based on the data-management-middleware “Integrated Rule-Oriented Data System” (iRODS). Based on the results of the practical policy working group it should be possible to apply the finished components of the Data Policy Kit to the technical possibilities of iRODS. The current state of development of the Data Policy Kit is a collection of texts parts on the different aspects of a policy which are being examined on aspects of data protection as well as ethical and curative aspects. This kit may be expanded to fit new requirements and disciplines. Thus, the Data Policy Kit constitutes a link between data management planning and the automated implementation of rules for research data management.
