The paper focuses on problems of educational marginalization in a Danish region and initiatives to reduce these problems. It draws on an ongoing study of selected regional development projects. North Jutland is a less urbanized region in Denmark. It combines an urban centre with smaller towns and rural areas. Business has traditionally been dominated by agriculture and fishing as well as by manufacturing; the level of education has been relatively low and emphasis has been on secondary vocational programmes. During the last two decades employment in the traditional sectors has been much reduced and emphasis has shifted towards more knowledge-intensive services. In this situation there is a rising demand for higher education and persons with few educational qualifications have a high risk of being marginalized. Regional authorities try to solve these problems and imbalances through initiatives aimed at increasing participation in and completion of secondary education as well as enrolment in higher education. The initiatives include increased screening and guidance for students, development of cross-institutional networks and special pedagogical training for secondary school teachers. The paper will discuss the types of rationality and the possible impacts of such initiatives.
