Singapore has consistently ranked among the top performers in international tests like the TIMSS, PIRLS and PISA. These achievements of a relatively young education system have garnered attention from international policy organizations like McKinsey which featured Singapore’s education reforms in the 2007 and 2010 reports. This presentation draws on policy and research documents to evaluate recent reforms since the launch of the bold vision, Thinking Schools, Learning Nation. Specifically, this presentation highlights the Teach Less, Learn More initiative which accords schools and teachers more autonomy to design school-based curriculum innovations. In an age where there is increasing centralization and tightening of the curriculum in developed countries in the West, the paper suggests that the provision of top-down support for ground-up school innovation has changed the culture of teaching and learning in the country. The paper also examines the constraints faced in creating an innovation-centered education system within a high stakes examination culture, and the challenges arising from new economic and social changes.
