In high profile presentations of PISA (OECD 2010; Pearson Foundation 2010) and its implications and in the McKinsey' Report's (2010) international comparisons of reform success, Canada plays a prominent role. A number of provinces perform strongly (Knighton, et al., 20010), yet media attention has been directed towards only one of them: Ontario. This presentation draws on the author's system-wide research on the ten-year Alberta Initiative for School Improvement (Hargreaves et al., 2008) involving twenty school case studies three intensive district analyses and an analysis of province-wide measured student outcomes, and on in-depth case studies of ten school districts (one seventh of those in the province) implementing Ontario's special educational reform strategy and its relationship to the province's wider reform agenda, to determine the contribution of different policy strategies to educational performance, and the role of educational policy vs. other factors in Canadian educational success overall.
