During the first decade of the 21st century a renewed strong central administration was established, focusing on monitoring, inspection, and assessment on the level of both the individual and the system. In many respects the reforms follow international trends and they have been discussed both in terms of travelling ideas and educational policy borrowing. In this specific study, we analyze the school debate on assessment 1995-2010 in the two most prominent daily newspapers in Sweden. Assessment in this case means various forms of student assessment, international comparative test and evaluation. Our aim is to describe and analyze the borrowing of educational policy within the media discourse. We focus on three referential dimensions: time, space and practice. The time dimension includes references to future, contemporary time and history. The space dimension includes local, national and international references. The practice dimension includes references to school practice, research, bureaucracy and politics. We address three questions: 1) What kinds of references are used in the newspaper articles on assessment? 2) How are the references contextualized? 3) How do the alternatives within each dimension relate to one another (e.g. the relation between politics, administration, research, and school practice)?
