23 SES 12 C, The Globalization of Reform
Symposium
Contribution
Until the publication of the first OECD PISA results in December 2001 Finland had not much to celebrate in its education system. Historical comprehensive school reform was increasingly criticized by business leaders and some politicians. Commonly presented argument was that national competitiveness and prosperity were sacrificed for the sake of equality. PISA that ranked Finland as the best performing OECD country silenced the critics. This paper evaluates the past decade of global educational fame of Finland and argues that international fame has not come without a cost. Finnish education authorities and researchers may be better positioned today to understand how their own education system works and what drives internationally high educational performance. At the same time, however, Finns have been so occupied with explaining the past and present educational policies and practices that only a little energy has been left to think about the renewal of the education system. The paper suggests alternative strategies to international achievement comparisons to sustain educational renewal in Finland and other countries with relatively high educational performance.
