The Ministry of Education launched the Special Education Strategy to reform education and support for pupils in Finnish comprehensive schools. Early intervention and immediate support for increasing the overall quality of education were mentioned as the main means. The new education policy became effective in 2008. The most significant aspect of educational change in this Strategy was turning the existing two-level support model (general and special support) into a three-level model (general, intensified and special support). This paper describes the key features of this reform and illustrates the magnitude of full-time (ca. 9%) or part-time (ca. 23%) special education in Finland at the moment and discusses some of its alternatives. It identifies possible challenges to teachers, especially related to beliefs, roles, responsibilities and distribution of work. These challenges are important when the new support form, intensified support, is designed between the existing support forms.
