School inspection is considered to be a vital tool for school policy and governance. Through the Inspectorate, the national state can support, evaluate and control schools. We examine how these functions have been carried out within the same 'national' space of policy making at different time periods. Methodology: Content analysis and comparison of official documents, such as inspection reports. Conclusions: In Sweden, there has been a shift in school policy between 1960 and 2010. The progressive post-war era developed the comprehensive school organisation and in 1960 the political aim was to support local educational strivings. The goal of the inspection was to encourage leaders and teachers reforming the school. The organisation of the inspection was regional, within the county. Later, the inspection was transformed to the National Agency for Education, and in 2008, a new Inspectorate was created. Those changes reflect a shift in aim and purpose for the inspection, as well as a general shift in school policy. The quality in outcomes, e g expressed in grades for individuals and ranks for schools, must be controlled, as the variety and differences between schools and individuals increase. This paradox of the present policy is illuminated by historical parallels.
