23 SES 11 B, Perception and Use of Evaluation and Assessment: School Level
Paper Session
Contribution
The change in the modes of regulation of education derives from a progressive focusing on audit programs and external evaluation rather than on devices of a compulsory nature. The paper focuses the phenomena of transnational policies deriving from European institutions. Along with accountability, that assumes a central role rooted in the culture and practices of the public sector, it pays attention to the construction of a European education space (Dale 2002; Nóvoa & Lawn, 2002). The policy instrument under consideration is the external evaluation of Portuguese public schools under the pressure coming from the European Union and the European Inspections. Our aim is to explore how concepts and policies get ‘contaminated’ by the European models (Barroso, 2006a, 2006b), as well as to understand how the regulation is outlined by the Inspectorate of Education in some European countries, including Ireland, England, Wales, Scotland, France, the Netherlands and Belgium, referenced as a sample.
