In focus for this paper is the current situation of large refugee migration in Europe (EERJ Initiative Group, 2015, see also Peters & Besley, 2015) as in Sweden and implications of this for the education system. This is regarded as a “new” problematic in Sweden for the public as well as the government, firstly in terms of migration and secondly in terms of integration where education is assumed to be part. What uncertainties and instabilities are recognized by different agents and how are these communicated and managed (see e.g. Hunter, 1994; Luhmann & Schorr, 2000)? In this paper we will present preliminary analyses of this ongoing event; (a) changing positions in reception of refugee migrants; (b) policy initiatives to manage or utilize the emerging situation considering borders as well as boundaries (Tilly, 2004); and (c) the intellectual readiness to recognize and analyze the current situation. Our analysis is based on the distinction between politics and the political (Mouffe, 2005), suggesting that there is a tension between the current politics on immigration and the political power (cratos) of the people (demos). The question explored is to what extent current policy-making is able to host and respond to the political aspects of the refugee issue and what implications there are of such policy making for education in terms of social conflicts and humanitarian needs.
