Excellence without internationality appears almost unthinkable in German educational discourse. International publications, global cooperation in research and a diverse student body are regarded as characteristics of excellent universities. Even schools focused on exclusivity recognise that internationality is a particularly important attribute in the competition for pupils. The focus on internationality and interculturality at exclusive educational institutions aims at prevailing in a global education and expert market as has long been recognised by international agents of educational policies. Meanwhile equality-focused institutions take as their starting point an inclusive understanding of internationality where the integration of people with diverse migrant backgrounds into a heterogeneous community is central. Yet at the same time, diversity is also understood as a resource.
The paper is part of a research project about the discoursive constitution of educational systems by two counter-directional rationalities: equality and excellence. While early childhood and primary education discourses are dominated by a terminology of equity and inclusion, tertiary education institutions such as universities are described with a terminology of excellence and exclusivity that has become a reference point for political interventions and institutional reform processes. The study also reveals in a system-theoretical perspective the construction mechanisms of inclusion and exclusion in the education system, as well as how they are organized.
In this way, problems and potential solutions of internationality are extracted from political concepts and institutional self-descriptions, where they are used to portray internationality as strategy of inclusion and exclusion in the educational system. By looking at the different aspects of globality and diversity at universities and schools, not only differing characteristics but also parallels are highlighted.
