A pilot action research study in three phases examines and informs the improvement of d teachers’ and students’ participation in educational processes in an Arab secondary school in Israel. Phase 1 revealed students teachers wanted to participate in educational processes, and valued relationships characterized by trust, respect, and social justice. However, their participation was hindered due to. misrecognition of students’ heterogeneity, prioritizing advanced learners to gain exam success, and not valuing education for all. In Phase 2 these findings were presented to the School Leadership Team (SLT) who understood teachers believed they should merely provide an attentive ear for students, and that Arab culture was not particularly participatory. The SLT formed a committee and developed change strategies to widen participation in school policies and practices and strengthen commitment by: increasing teachers’ attention and empathy for students, developing trust among the staff and students, giving teachers and students a voice and prioritizing participatory skills. In Phase 3 the change strategies will be implemented and the interviews and questionnaires from Phase 1 will be re-administered. Analysis of the data will reveal the impact of the change strategies which is the focus of this paper
