In order to improve the quality of education, to master educational developments, to provide educational information, to discuss important educational issues and to build an ongoing basis in response to changes, advanced countries pay attention to education issues and establish official education research organizations(OEROs). OEROs have been given specific functions and missions to carry out important educational research and related activities. This paper analyzes OEROs in the international context including Germany, France, UK, USA, Australia, Japan, OECD and EU with document analysis and comparative method. The analysis concludes in two findings: (1)activities and roles of OEROs will be decided by their functions; (2)statutory missions, research type, research applications, and institution effectiveness are important raison d'etre of OEROs.
