This paper focuses on the work of the IEI from the Finnish perspective. A protagonist of the International Institute Examination Inquiry in Finland has been Laurin Zilliacus, a Finnish cosmopolitan, who was born in 1895 in Japan and after that lived with his parents in Finland, England and the United States. Zilliacus was the Finnish representative in the World Education Fellowship and he worked intensively in the 1930's for progressive education. He had good contacts with the Nordic countries and the United Kingdom, where he lived and studied as well as taught at the Bedales school. Zilliacus and his activities are the key points in our investigation. The paper will explore what kind of contacts Zilliacus had in Finland and in the Nordic countries? What were the themes of the discussions he had with different groups? [And what kind of school was the Tolo Swedish School (founded by Zilliacus 1928) and what happened to it after Zilliacus' period ?] and the discussions concerning the International Examination Inquiries and testing methods in Finland in the 1930's. The committee called "The Finland Examinations Enquiry" with a group of investigators worked and published on these themes during that time.
