Despite the fact that the issues discussed in the context of IEI currently enjoy a lot of attention in Germany as a result of the "PISA-shock", the IEI is nearly forgotten among educational researchers in Germany. Even at the time when the actual meetings took place, the IEI did not exert any major (short-term) influence on education in Germany. One reason for this probably has to do with the particular character of the educational scene in Germany. Thus, the German participants of the IEI were drawn from a variety of backgrounds, ranging from high-ranking representatives of educational policy-making to psychometric testing specialists, but not from mainstream university pedagogy. The paper will try to locate the German participants of IEI within the wider context of the educational scene in Germany, giving some indications why the IEI did not have a significant impact there. It will go on to point out some elements of Germany's "assessment culture" that were sometimes considered so self-evident in the national context that they were rendered invisible there, but thrown into sharp relief within the international context of IEI meetings.
